Francine M. McGuire

Francine is a former staff attorney with The Port Authority of New York and New Jersey, where she specialized in municipal bonds, securities and special agency projects. She also served as a litigation law clerk with the Port Authority. 

She earned a B.S. from St. John’s University, Staten Island, N.Y., and a J.D. from St. John’s University School of Law, Queens, N.Y., and is admitted to practice law in New York and New Jersey. Since leaving the Port Authority, Francine has focused on her family and on community needs by serving in several positions, including President and Vice President for the PTAs of the Pearl River School District, Girl Scout leader for her daughters, parent representative on district hiring and advisory committees, and running educational, fundraising and cultural programs. She currently runs the Food Pantry ministry at Church of the Presentation in Bergen County.

Francine served as legal counsel and then board member for Homeland Children’s Foundation, a nonprofit that provides for the needs of children in Chinese orphanages. She is also a member of the nonprofit Families with Children from China, which advocates for the cultural and developmental needs of children adopted from China and their families.

Francine is a founding member of the board of trustees of Peace Ministries, and she chairs the Nominating Committee.
